TENACITy addresses key challenges in the use of travel intelligence data by European law enforcement agencies (LEAs). Responding to gaps in data quality, completeness, and access identified by the European Court of Auditors, TENACITy proposes a three-pillar approach: (a) advanced, interoperable tools for analyzing diverse travel and behavioral data; (b) training and stakeholder engagement through a “living lab” model; and (c) a holistic Travel Intelligence Governance Framework that strengthens crime prevention and supports policy development.
